RECOMMENDATIONS FOR 1997 ANNUAL FALL TOWN MEETING: The Committee On Rules held a public hearing in the Collins Meeting Room at Billerica Town Hall, 365 Boston Road, on September 17, 1997, and herein submits their recommendations.

ARTICLE 32

To see if the Town will vote to disband the Town Forest Committee.

RECOMMENDED 6-1-1

ARTICLE 37

To see if the Town will vote to accept the provisions of Chapter 140, Section 147A as amended by Chapter 308 of the Acts of 1985, Dog Licensing starting 1998.

RECOMMENDED 8-0-0

ARTICLE 38

To see if the Town will vote to amend Article VII "Animals" of the General By-Laws, as submitted by the Town Clerk.

ARTICLE 39

To amend the General By-Laws, Article II, Section 6, subsection 6.3 Committee of Ombudsman, to change the term of office from one (1) year to three (3) years.

RECOMMENDED 8-0-0

ARTICLE 40

To establish a study committee to examine the provisions of the Sign By-Law with respect to multiple tenant shopping center signage.

RECOMMENDED (WITH AMENDMENT TO CHANGE LANGUAGE TO INSPECTOR OF BUILDINGS) 8-0-0

ARTICLE 41

To amend the General By-Laws, Article 1, Section 6, Subsection 6.1, to add the current pay schedule to all collective bargaining contracts.

RECOMMENDED 7-0-1

ARTICLE 42

To rescind the actions taken under Article #7 of the 1997 Spring Town Meeting.

RECOMMEND TO DISMISS 8-0-0

ARTICLE 43

To add a General By-Law to have the Town have a fire hydrant maintenance program.

NOT RECOMMENDED 2-5-1

To see if the Town will discontinue a portion of Hamstead Avenue.

RECOMMENDED 8-0-0

ARTICLE 31

To see if the Town will discontinue a portion of Hattie Lane.

RECOMMENDED 8-0-0

ARTICLE 35

To see if the Town would Amend the By-Laws on betterments for unaccepted streets.

RECOMMENDED 6-0-2

ARTICLE 33

To see if the town will vote to designate the Conservation Commission to manage and care for the Town Forest properties.

RECOMMENDED (As written with substitute main motion) 6-1-1

ARTICLE 44

To see if the Town would disband the Historic District Commission.

NOT RECOMMENDED 0-7-0 (Statement by Committee to Town Meeting)

ARTICLE 45

To see if the Town would remove a parcel of land on Andover Road from the Historic District.

NOT RECOMMENDED 0-7-0

ARTICLE 46

To add an appeals process to the Historic District Commission By-Laws.

NOT RECOMMENDED 0-7-0
